I have many Video Files cached in "C:\ProgramData\Photopia\AVCache2".
Can I delete the whole folder to free the disk space?

true that is a major nuisance. We need these files to quickly open our shows, but if I delete a show, this folder should also be deleted. The "C" drive is always full of Photopia data. I've reported this to Joshua before.

The contents of that "AVCache2" folder can be deleted at any time, although I recommend making sure the program is closed at the time. The program will regenerate that content as it becomes necessary for new / existing slideshows.
As mentioned by @dieter, we're aware of the reported resource issue. That cache folder is a necessary component of the program, much like PXC cache files for ProShow slideshows, but we are looking at options to optimize how this resource is managed.
