Blur a region on a slide or video clip

Imagine you have a slide that has e.g. a car numberplate on it. You want to blur the numbers. I am sure that it very wasy to do. However, when I needed this function for the first time ever, I just could not figure it out.

Any pointers to a solution?

As a follow up I wonder if there would be any way to do this on a short video clip too. There would need to be some sort of tracking there. Probably it would be easier to do that in an NLE before using the clip in Photopia.

I am surprised that there are no ideas as how to blur an area on a slide.
C'mon Folks, help me and my old brain to find the solution.

Could you not do that with a mask layer?

I can't try it cos I deleted all photopia stuff a while ago. Although it does work in proshow.

On video you would have to do that prior to putting into the slide show as it would need to track it and

that would not be easy with just a mask if the subject was moving through the frame.
