Global Layer Order

I am creating several slide shows that have combo of pics/vids - for each slide show i want to put the Title and Page# as layers on each slide.  On the first slide i put the Title and Page# as Global Layer 2 and 3 (with 'no watermark' being G1), then i have the slide 'content' below those 2 layers (as '1'), and G4 being a solid color.  I am noticing when I add the remaining pics/vids, the G2 and G3 layers are below the 'content'.  This puts the Title and Page # behind the picture/video.  On my last project, i went into each slide and adjusted the 2 layers to above the pic, but that was ALOT of work (over 400 slides).

Is there a way to either 'globally adjust' those layers for all slides?  Or - can i somehow set the first slide up with all global layers and then when i add the remaining pics/vids, the layers would stay in the same order as the first slide (with the content being on the bottom) ?     I thought i read that if i set the first slide, that the remaining would be created similarly, but that didn't seem to be the case.
